It's pretty clear why officials in Tommy Thompson's regime like the ethanol industry.  The founding investor for the proposed Elba (Dodge County) plant was a previous partner in the convenience store chain Kwik Trip;  "Nesnah" is Hansen spelled backwards.   Follow the money.
