Mr. Swain,

We, the concerned citizens of Dodge County and the STEP 2 Group, are requesting that a meeting be held within this week with all of the above addressed individuals and with 4 citizen-representatives of STEP 2.

The purpose of the meeting is to inform the Dodge County Government, of which the above addressed individuals are employees, of the concerns in opposition to the ethanol plant development and to restate our view that numerous state statutes and Elba Town ordinances have been violated. The violations are directly related to the Dodge County Planning Dept. and how they worked with The Nesnah Group and the Elba Town Board
to act against the best interest of the citizens of Dodge County.

We, as concerned citizens, are requesting this meeting to be held this week prior to the Dodge County Planning Committee’s approval of the Elba Town rezoning petitions dated March 7, 2001 (County is scheduled to approve and file before March 19, 2001).

To allow the Planning Commission to approve such rezoning petitions would be in direct violation of the Dodge County Comprehensive Plan dated April 20, 1999. It would also show that Dodge County has little regard for State statutes, County Plans, or the Elba Town ordinances.

Mr. Swain, the Dodge County Planning Committee will not be allowed to sweep this matter under a rug and hope that it will go away.  2,3,4,5, or more wrongs will never equal a right. It is critical that we discuss the noted opposition concerns and violations this week. A copy of this letter will be sent to the following as listed in the cc’s below. I await your reply.

Mr. Swain:

We, the concerned citizens of Dodge County and the STEP 2 Group, are appalled that we were not able to meet with you and the other county officials as noted above unless dictated by your terms. The suggestion that these Dodge County employees must have an attorney present to allow the meeting to proceed is at best, ridiculous.

You and your attorney, Mr. John Core, expressed concern that “It would be in the best interest of the County to have an attorney present due to the present law suit filed by the STEP 2 group”. As private citizens, we are allowed due process. It would seem that only through the courts will that right be recognized. For that reason, only, has the law suit been filed. All of you refusing to meet with our group just perpetuates this injustice.

Mr. Swain, nowhere in the STEP 2 lawsuit is Dodge County or its employees mentioned. Therefore, why are you and the others noted above unable to participate in a meeting on a “citizen-to-government basis”.  As citizens, we pay your salaries to represent and work for the best interest of our community. Mr. Chairman and Planning Commission members, are you not able to comprehend the significance of such a meeting, or is it more likely that you do not want to hear the facts ?
