PREFACE
This Trailways Conference Handbook represents a consolidation of all
existing documents, policies, traditions, and history under one cover; to
provide a ready reference for administrators, coaches, and advisors to
organizational structures and operational procedures of all conference
sponsored activities. This Handbook is designed to provide the guidelines and
regulations so that assigned responsibilities might be systematically
expedited; that efficiency in conducting business might prevail; and that
continuity in operation might be sustained despite personnel changes within the
conference. The labors of all who contributed to its preparation will be
rewarded if it serves to assure that the students of all conference schools
gain the fullest measure from the educational activities it seeks to govern.
This handbook is a complete edition of the Trailways Conference By-Laws. The
By-Laws of the former Eastern Suburban and Dual County Conferences were used
extensively in its development. The cooperation between these two Conferences
has led to the enhancement of many programs and development of common ideals in
the formation of this new conference.

SECTION 100 ADMINISTRATIVE
110 Conference Name
The name of the Conference shall be: The Trailways Conference
120 Purpose
The purpose of the Trailways Conference is to promote extra-curricular activities and to foster friendly rivalry and promote the development of the proper ideals of sportsmanship, ethical conduct and fair play and to use the conference activities as a means of developing good citizenship on the part of the competing members and spectators. The conference also provides a channel for promotion of educational improvement by discussion of common educational concerns.
130 Principals' Role
The Principals of the Trailways Conference shall meet in accordance with Section 320 of the conference by-laws. At these meetings the principals shall have authority to change any by-laws, by majority, contained in all Sections other than 200 of this handbook. Principals of the conference are encouraged to discuss and regulate all areas whereby cooperative efforts can enhance the educational process.
140 District Administrator's Role
The District Administrators of the Trailways Conference or their designee shall have absolute control over all provisions of the conference by-laws in Section 200. By-laws in Section 200 may be altered or amended by a two-thirds (2/3) majority vote of the membership of district administrators or their designee. An abstention is not counted as a vote, and that a 2/3 vote refers to the number of votes cast.
150 Membership
1. Present Membership: Members of the Trailways Conference are: Abundant Life Christian School, Cambria-Friesland, Central Wisconsin Christian, Deerfield, Dodgeland, Fall River, Green Lake, Hustisford, Johnson Creek, Markesan, Montello, Oakfield, Oshkosh Lourdes, Pardeeville, Princeton, Randolph , Rio, Valley Christian and William's Bay.
2. Membership Application: Any other
3. Membership Withdrawal: Any school may withdraw from the conference after giving one year's notice or by mutual consent.
4. Membership Discipline: The Trailways Conference member schools may discipline a member school by a two-thirds (2/3) vote of all conference schools.
160 Finances
1. Accounting Procedures: The
treasurer shall keep accurate records of all receipts and expenditures.
Periodically at scheduled Principal's meetings during the year, the treasurer
shall report the status of the Conference accounts to the membership and at the
end of the year the treasurer shall prepare an itemized statement to be
distributed to all of the conference district administrators and principals.
All expenditures shall be approved by the Conference President.
2. Dues:
A. Determination - Conference dues shall be established annually at the last,
spring meeting, for the next fiscal year.
B. Amount - Dues shall be set each year payable upon receipt of invoice, but no later than December 15, to the Conference Treasurer.
C. The dues structure shall be examined at the Spring meeting for
possible changes based on budget predictions for the ensuing year.
3. Shared Financial Obligations - All multi-school conference events held on a
rotating basis will have expenses and costs shared equally among participating
schools. If gate receipts are collected, the shared costs will be calculated
after the subtraction of these proceeds. Meet expenses are those related to
running the actual activity and are not to include maintenance and concession
fees/receipts. Exception-For Volleyball
and Wrestling matches that are multi-school events (quads/tri’s), the
cost of the officials(includes lines judges for volleyball), only, will be
shared equally among participating schools. Any gate receipts will be kept by
the host school to offset the other expenses.
SECTION 200 CONFERENCE COMMISSIONER
210 Contract
1. Appointment - A conference commissioner shall be contracted on an annual basis by the president. Such appointment to be confirmed by majority vote of the conference at a spring meeting. (May or June)
2. Term - The commissioner shall serve from July 1st through June 30th.
220 Compensation
1. Salary - The commissioner's salary shall be determined annually at the spring Principals' meeting. The commissioner shall receive four equal payments on October 1, January 1, April 1, and June 30.
230 Duties
1. Attend Meetings - The commissioner shall attend all regular athletic director meetings of the conference. The commissioner shall assist the conference athletic director president in the preparation of agendas for the conference meetings and act as a liaison between various coaches' advisory groups and the principals, representing both points of view in a neutral manner.
2. Publicity Director - The conference commissioner shall function as the publicity director for all conference sponsored athletic activities which include:
a. Distribute schedules to radio, TV, and the press.
b. Collect and publish - with copies to member schools - results of conference
activities, standings, and records.
3. Contract Officials - The commissioner shall contract officials for all conference varsity, volleyball, football, cross country, basketball, wrestling, baseball, softball, and track contests. During the contract, the commissioner shall carry out duties for the current year, but officials will be hired for the subsequent year. The commissioner shall also:
a. Screen new officials to work in the conference.
b. Handle all cancellations/changes of officials whether such change was
initiated by the official, the commissioner or the school; and promptly notify all schools affected by
such change.
c. Serve as a resource person in assisting member schools in contracting
officials for non-conference games.
d. Submit a list of officials to work at a given location, to all conference
schools prior to the start of each session.
4. Treasurer - The treasurer shall keep accurate records of all receipts and expenditures. Periodically at scheduled Principal's meetings during the year, the treasurer shall report the status of the Conference accounts to the membership and at the end of the year the treasurer shall prepare an itemized statement to be distributed to all of the conference district administrators and principals. All expenditures shall be approved by the Conference President
5. Restrictions - The commissioner shall not: a. Coach a conference-sponsored athletic activity for which the commissioner hires officials. b. Hire officials residing in any of the league's home towns for any contest, involving that official's hometown. c. Hire officials employed by district(s) involved in a given activity.
6. Compile Statistics - Shall compile statistics for all varsity sports and maintain conference records and history.
7. Submit Reports - shall submit to the WIAA the required conference standing reports at the conclusion of each session.
8. Conference By-Laws - shall recommend to the principals at conference meetings appropriate changes in conference by-laws.
9. All-Conference - shall coordinate the all-conference nominations and balloting according to the by-laws governing each individual sport.
10. Order & Distribute Trophies & Medals - For all conference sponsored activities.
11. Prepare Schedules - shall prepare annual schedules in all the conference recognized athletic activities, such schedules to be approved by the athletic directors and principals no later than the regular meetings as follows: March meeting - Fall sports schedules for the season following the subsequent fall season. May/June meeting - Winter sports schedules for the season following the subsequent winter season. November meeting - Spring sports schedules for the season following the subsequent spring season. Commissioner may also prepare schedules 2 years in advance. The proposed schedules will be sent to the conference athletic directors no less than 30 days prior to the scheduled meeting date. Athletic Directors shall review the proposed schedules and inform the commissioner of any needed changes. Approval by athletic directors and principals are necessary for finalization.
12. Professional Meetings - shall attend such state and professional meetings as approved by the principals when such attendance shall benefit the Trailways Conference.
13. Compile sportsmanship award data and report to Principal's / A.D.'s at the August meeting. Data to be recorded for all activities for which the commissioner hires officials.
240 Trailways Conference Commissioner Contract
It is hereby agreed by and between the Trailways Conference and _______________, that said individual be employed as the Trailways Conference
Commissioner for the term from __________ to __________, for the sum of __________. Checks will be issued in four equal payments on October 1, January 1,
April 1, and June 30 of the year in question. The commissioner shall also receive reimbursement for vouchered and approved personal miscellaneous expenses

SECTION 300 GOVERNANCE
310 Established Offices
1. Established Offices - Principals The officers of this conference shall be President, and Vice-President/Secretary, who shall hold office for one year. The Commissioner will serve indefinitely at the post of Conference Treasurer.
2. Established Offices - Athletic Directors Office shall be President, Vice-President and Secretary. The commissioner will serve as the secretary of the athletic director group.
320 Succession Procedure
1. Regular Succession - The President shall be determined alphabetically using the names of member schools. The Vice- President/Secretary shall be of the school next in line alphabetically. The treasurer for the principals shall be appointed by the high school principals and shall be exempt from serving as President. Actual rotation of officer, which represents approval only shall be by majority vote. Suggested Rotation at Conference conception as follows:

2. Delayed Succession - Any principal new to the conference at the time of succession to the presidency may, upon his/her request, be switched
with the vice-president, thus delaying his/her acceptance of the office by one year.
3. The President of the Athletic Directors' grouping shall coincide with the Principals' group, etc.
330 Duties of Officers
1. President - The President shall act as the chairman and preside at all conference meetings.
2. Vice - President/Secretary - The Vice-President shall act in the absence of the President. The Secretary shall keep minutes of all the scheduled meetings.
3. Treasurer - The treasurer shall account for all monies (see section 100 par. 160 Finances).
340 Conference Meetings
1. Regular Meetings - There shall be five regular meetings of the Conference. These meetings will be held in August(Principal/A.D), November(Principal/A.D.), January(Principal Only), March(Principal/A.D.), and June(District Administrators, Principals, Athletic Directors-Summit). The meeting schedule will be developed by the Principals and Athletic Directors at their August meeting for that given school year.
2. Special Meetings - Special meetings may be called by the president with reasonable notice to all member schools. Schedules and rules adopted at any regular or special meeting shall be binding on all member schools.
3. Quorum - A majority of member schools shall constitute a quorum to transact business at any regular or special meeting.
4. Voting Delegates - Only the high school principal or his/her designated alternate will be permitted to make motions, second motions, and vote on issues which are under consideration during conference principal meetings; with one official vote per school. The same format is to be followed in conference athletic director meetings if separate meetings are held. Any bylaw change request will need a 2/3 vote to approve and requires a 1st and 2nd reading. An abstention is not counted as a vote, and that a 2/3 vote refers to the number of votes cast.
5. Agenda/Minutes - It is the President's responsibility to provide copies of the agenda and meeting notice well in advance of scheduled meetings; and to provide two (2) copies of the minutes within a reasonably short time following the meeting to each member school. A copy of minutes from all meetings should be provided to the commissioner.
SECTION 400 ACTIVITIES
410 Recognition
A conference activity shall be recognized if one half of the member schools participate in any one year, or are a part of a multiple conference merger.
420 Admission Prices and Policies
Varsity Football/Basketball/Volleyball/Wrestling (dual meets) Track(Conference
Meet): Adults $4.00 Students (Thru Grade 12) $3.00 Season tickets may be sold
for home games only at the discretion of the home school. Admission for all
conference tournament events (volleyball, wrestling, and track) will be $5
adults / $3 students. Senior Citizens showing a school issued senior pass will
be charged the student fee. Conference issued passes will also be accepted at
these events.
430 Conference Passes
The conference makes available twenty-five (25) non-transferable conference passes to each member school. Such passes to be issued at the beginning of the school year at the discretion of each principal. Bus drivers and chaperons are to be admitted free. The number of passes available to each school is negotiable annually. All Trailways Conference schools will honor any member schools conference & senior citizen passes for any conference event. Each member school will control the issuance of their own senior citizen's passes and will establish their own guidelines for issuance of the passes. Lifetime passes will be issued to each head coach, athletic director, and administrator that has served in those positions for five consecutive years.
440 Awards
1. Trophies - At the close of each major conference sponsored activity, an appropriate trophy will be awarded the champion or co-champion. Trophies awarded shall be the official trophy as adopted by the conference appropriate as to size, insignia, and engraving.
2. Co-Champions - In the event of co-championship, the schools involved shall be awarded trophies as if they had won outright championships.
3. All-Conference player Selections - Trailways Conference
a. When nominating all-conference selections, the individual coach will
indicate a varsity player on his/her team who is worthy of such merit.
b. Selection of all-conference teams and Player of the Year recipient follow
established sport guidelines with voting done by the Head Coach.
4. Player of the Year: An Player of the Year will be selected for all recognized sports. The term “Player of the Year” will be sport appropriate. Nominating and voting process will be used as established by the coaches. The Player of the Year recipient will receive a plaque.
450 General Policies - Athletics
1. Contest Rules - The conference shall hold all its contests under the rules and regulations provided for in the by-laws of the conference and also under the rules and regulations of the WIAA.
2. Training Rules - The Trailways Conference embraces WIAA Policy: except that individual schools may adopt stricter rules if desired.
3. Schedule Changes - Arrangements for postponements and/or schedule changes are the responsibility of the two schools concerned: The commissioner is also to be informed by the host school relative to officials' assignments.
4. Supervision - Teams participating in competition shall be accompanied by a coach or faculty member designated by the administrator or the administrator's designee. Coaches who are in charge of conference squads shall be in attendance at all times and assume complete responsibility of those under their supervision.
5. Medical Service - Each host school shall have medical service on call for every athletic activity.
6. Towel Service - Towel Service shall not be provided by the host school for the visitor at athletic events.
7. Reports - Scores of athletic contests shall be called in by the host

8. JV Standings - Scores should be reported to media involving any junior varsity conference sponsored sport for information purposes only.
9. Championships
a. Determination - Championships shall be determined by the number of games won and lost. In case two or more teams are tied for championship, they shall be declared co-champions for the league. In order to be eligible for a championship a school must participate in the full conference schedule in that particular sport.
b. Conference Medals - Schools may purchase medals for their championship
teams, but these cannot be Trailways Conference medals.
10a Exchange students are allowed to play on non-varsity level teams, if that is what their ability dictates.
10b. Seniors are allowed to play at the sub-varsity level for all sports if approval is given by that school’s Principal and Athletic Director and notification and the rationale for why that Senior should play at the sub-varsity level is given to all opposing teams.
11. Any time a school requests to add/dissolve a coop sport or add/drop a varsity sport, it must be done 18 months in advance of the sports season in question. Should a team fail to meet this requirement, the conference will attempt to accommodate the school, but the school responsible for the change will be obligated to remunerate any cost involved, including officials' contracted services for no more than one season. A school that forfeits a contest after the start of the season, will assume the responsibility of payment to/for contracted officials.
12. The following specific dates during the school year shall be set aside and designated as “athletic free” dates. Athletic events will not be scheduled by the Commissioner or Athletic Director unless it is known ahead of time that a student or students from said schools would not be involved with that specific event.
a. Honors Band Clinic, North Division, 1st Monday in November
b. Honors Chorus Clinic, Both Divisions, 2nd Monday in November
c. Winter concert dates - 2nd Thursday and 3rd Tuesday of December.
d. Forensics – Both divisions – 1st Monday of February.
e. Honors Band Clinic, South Division, 2nd Monday in February
f. Academic Bowl – Tuesday of the week of the 1st State Basketball Tournament.
g. Math Meet – 2nd Tuesday of March
h. Honors Banquet – 3rd Tuesday of April
i. Spring concert dates – 2nd Tuesday and 3rd Monday of
May(exception-2008/2009/2010).
13. Statistics will be kept by the Head Coach and sent to the Commissioner in a timely manner, as outlined prior to the season, in the sports of Football, Volleyball, Basketball, Baseball, Softball, and Golf . The Commissioner will instruct the coaches on the program being used for stat support and the coaches will use this program when reporting their statistics to the Commissioner.
14. Coaches meetings shall take place after school at a time/location determined by the Commissioner
15. Player of the Year – During the Player of the Year nomination process, coaches may nominate one player only from their team to be considered for Player of the Year recognition.
460 General Policies – Non-Athletic
1. Advisor meetings that include Cheerleading, Art, Forensics, & Music shall take place after school at a time/location determined by the advisor(s)
from the school whose Principal is Conference President for that school year at a centrally located site within the conference.
2. If more than two schools or the host school cancel school on a non-athletic conference multi school event date, the event will be postponed.
SECTION 500 FOOTBALL
The Trailways Conference will have two divisions for football
competition. The divisions were determined using enrollment as the factor. The
Small School Division will be represented by the schools: Madison Abundant
Life, Cambria-Friesland,
510 Varsity Contests
1. Varsity games are to be played on Fridays, with the exception of Week #9, when the last game will be scheduled for Thursday. Those schools not having lights will be urged to play their games on Saturday, with exception on Week #9 when they will be scheduled for a 4pm game on Thursday. By mutual agreement of both schools, the Week #9 game can be moved to Wednesday.
2. Start times will follow those in Addendum A.
3. The official clock will be set for 15 minutes, 20 minutes before game
time. When clock reaches 0:00, playing of National Anthem and introductions are
to take place. If parents night introductions take place prior to the start of
the game, host school will notify officials and visiting team ahead of time
that the clock will set for 15 minutes, 30 minutes before game time with parent
introductions starting when clock reaches 0:00, with National Anthem and player
introductions to follow. It is expected that all pre-game activity will be
completed for a
3. Scouting Follows WIAA Policy.
520 Junior Varsity Games
1. Start times will follow those in addendum A
2. Junior varsity games are to be played on Mondays following the varsity
game with the site reversed. No junior varsity game may be played after the
varsity season. Therefore, there will be no junior varsity game with the team
that appears last on the varsity schedule. If both schools mutually agree, they
can move the JV game normally scheduled for the Monday after Week #8 game to
Monday, after Week #2 non-conference date.
3. All junior varsity games will be played in ten (10) minute quarters with the stopping of the clock as listed in the rule book.
4. Freshman, Sophomores, Juniors, and Seniors may play in junior varsity competition provided they do not play regular varsity ball.
5. Schools shall notify the Commissioner no later than August 20th of each year as to their commitment to a JV schedule.
530 Freshman Games
1. Freshman games will be scheduled on an individual basis by the schools participating.
540 Officials
1. All competition in varsity football must have at least four (4) with a maximum of five (5) WIAA registered officials.
2. All J.V. and Freshman competition must have at least three (3) WIAA registered officials
3. Each Varsity, J.V., and Freshman officials shall be paid in accordance with addendum (A).
550 Roster Sheets
1. A varsity roster sheet must be sent by each school to its competitors seven (7) days in advance of a contest. This sheet should list, in numerical order, the player's name, number, height, weight, position, and year in school.
560 Equipment
1. Leather footballs shall be used for varsity contests. The accepted football shall be the Wilson TD, Rawlings ST5, or Baden Composite.

570 Schedules
1. Trailways Conference - The master schedule shall be made up by the Conference Commissioner. It shall be constructed by alphabetizing the conference schools and drawing numbers for position on the schedule. There shall be no more than two (2) games in a row, home or away for any team. Each team shall have no less than three (3) games home and three (3) games away each year. The rounds will remain the same, but the playing sites reversed for the second year of the schedule. Rotation of schedule shall be made the third year as follows: First round of games will be the last round, with the rest of rotation moving up (i.e. second round would be first round, etc.).
2. Games will be played on Fridays, except for Round Seven, which will be played on Thursday. This date may be moved to Wednesday by agreement of both schools.
580 Tie Breaking Procedure Adopt the W.H.S.F.C.A. tie breaker
1. If two teams are tied for first place in the conference final standings, both teams advance to the WIAA playoffs. The team that defeated the other would be considered the Conference Champion, and the other team would be a qualifier.
2. If three or more teams are tied, the number 1 seed will be determined by the following criteria in alphabetical order: (revert to head to head when two teams remain). At any point when one team is selected as the conference champion in a multiple tie situation, the remaining teams will be seeded by the WIAA as per their process.
a. Select the team(s) with the best won/loss record in head to head competition among the teams who are tied.
b. Select the team(s) whose conference opponents that defeated them had the best won/loss conference record.
c. Select the team(s) who was ahead in score in the most quarters in the games between the teams who are tied.
d. Select the team(s) who was ahead in score in the most quarters in games against the conference opponents that defeated them.
e. Select the team(s) who was ahead in score in the most quarters in games against all conference opponents.
f. Select the team(s) who’s defense gave up the least total points in games against all conference opponents.
g. Teams must keep quarter scoring statistics for all conference games. Host schools are responsible for reporting scores to the Conference Commissioner.
590 All Conference Selections Trailways Football Conference Selection Process
A. 1st Team Offensive Selections: 1 QB, 3 RB's, 3 Wide REC's, 1 TE, & 5 Off. Linemen. 1st Team Defensive Selections: 3 DB's, 2 Outside LB’s, 3 Inside LB's, & 5 Def. Linemen. 1st Team Specialists: 1 Kicker, 1 Punter, 1 Special Teams Player, & 1 Divisional Player of the Year. Ties for 1st place recognition will not be broken. Any player receiving votes but not recognized on 1st Team will be a recognized as a 2nd Team selection.
B. Each team is entitled to nominate a specific number of players according to the following formula based on team record, based 8 teams in a
division. Team Record Nominations: 7-0(11), 6-1(10), 5-2(9), 4-3(8), 3-4(7), 2-5(6), 1-6( 5), 0-7(4). 7 team in a division breakdown will be
6-0(11), 5-1(10), 4-2(9), 3-3(8), 2-4(7), 1-5(6), 0-6(5). A player nominated for two positions would use two nominations. The kicker, punter,
and special teams player positions will not require the use of a nomination toward that teams total number of nominations allowed. Included on the
All Conference Nomination form will be: Nominees Name, Position, Height, Weight, Number (Lt/Dk), Grade in school and a brief description of
the players accomplishments during the season. Ranking of players will only be used when multiple players are nominated for “a” position.
Nominations will be emailed via a Word Document or Adobe attachment to the Commissioner no later than 12 noon, on the Monday following the
last scheduled conference game. The Commissioner will then email back to each Coach, A.D., and Principal the nomination form from all schools,
a master nomination list, by position, along with the All Conference Voting Ballot. no later than 4 p.m. of the Wednesday following the last
conference game. Ballot must be returned to the commissioner by the date requested. Players will be voted on in order of preference. Players with
higher place receive more points: 5 positions - vote for 6 players pts. - 6-5-4-3-2-1. 4 positions – vote for 5 players pts. - 5-4-3-2-1.
3 positions -vote for 4 players pts. - 4-3-2-1. 1 position - vote for 2 players pts. - 3-1. All point values for each position must be filled in beginning
with the highest point value per position when completing your final ballot. Coaches CANNOT vote for their own player(s). Ties will not be broken.
Voting ballot will be returned via fax at the time and date specified. First Team selections will receive the Trailways All Conference Medal and a
certificate. Second Team selections will receive a certificate.
C. The results of the tabulation are to be announced by the Commissioner. Athletic Directors from each school may request a copy of the final vote totals and each coach's ballot, from the Commissioner. The Athletic Director may share this information with his/her head coach.
D. The Commissioner, only, shall release the All Conference Selections to the news media within one week of the all conference meeting.
590(a) Player of the Year Recognition Each division will recognize a Player of the Year. The following procedure will be used in determining a Performer of the Year in each division:
a. All Conference selections would remain confidential until the coaches meeting, avoiding any "politicking" before the selection process.
b. Nominations are limited to one per school/team.
c. Nominee MUST be a 1st Team All Conference Selection.
d. Vote will be on a ballot, with a

The sport of Cross Country will involve conference

620 Schedule/Conference Meet
1. Conference Schedule: The conference championship shall be
determined from one conference meet. The meet will be held on the Thursday of
the 9th week of the season. (3/17/10)
2. Conference Standings: The cross
country champion is the school scoring the fewest points by adding together the
team places from the conference meet. The conference championship team will
receive a conference trophy. If a tie results from this method both teams will
be co-champions and both will receive trophies. Scoring will be in accordance
with WIAA regulations. The use of Ghost
Runners will be used for scoring purposes to allow any team with at least 3
runners to score as a team. The scores used will follow the actual final place
finishers assigned score. Example: If there are 82 runners in the boy’s
race and School A has only 4 runners, their “ghost runner” would
receive a finish number of 83. If school B has 3 runners their “ghost
runners” would receive numbers 83
and 84 to complete their scoring. If school C has only 2 runners, they
wouldn’t be eligible for a team score. (3/17/10)

630 All Conference Selections
1. All Conference Team: All runners finishing 1st thru 7th place at the conference meet will be considered First Team All Conference. All runners finishing 8th thru 14th will be considered Second Team All Conference. First Team will receive the Trailways Conference medal and certificate. Second Team will receive a certificate. The Top 5 Junior High participants of each gender will receive verbal recognition following the 2nd conference meet. (3/17/10)
2. Runner of the Year Recognition: Any runner who wins BOTH conference meets will be automatically recognized as Runner of the Year for that gender. If there are different meet winners, the Commissioner shall fax a nomination form to all coaches that would allow for them to nominate a boy and/or girl for Performer of the Year consideration. The commissioner will then compile the information sent back to him and form a Master Nomination List. This List, along with a ballot, designating 5 points, 3 points, 1 point, will be faxed back to the coaches. Each coach will rank who they believe to be the top 3 cross country athletes in the conference, in each gender. All point values must be filled in if there are 3 or more nominees. (If there are only 3 or 2, coach may NOT vote for their own, then only 2 or 1 total designations will be filled in.) Coach may NOT vote for their own nominee. Ballots will be faxed back to the Commissioner by the date stipulated on the ballot. That athlete, accumulating the most points will be designated Runner of the Year for either/both Boys & Girls Cross Country.
SECTION 700 VOLLEYBALL
The Trailways Conference will have two divisions for volleyball
competition. The divisions are based on geographic locations. The North
Division will be represented by the schools of Cambria-Friesland, Central
Wisconsin Christian,
All matches to be played on Tuesdays and Thursdays with the exception of a Monday contest during the last week of the conference season if necessary to accommodate the scheduling in a given year. Game times as per Addendum A.
710 Freshman / JV / Varsity Matches
1. Dual Meet-competition-determining winner:
J.V./Freshman-The winner of two out of three games.
Varsity: The winner of three games, best of five procedure will determine team win. Exception: Conference Tournament, format listed below.
All levels will play Rally Scoring as per Federation w/WIAA adaptation rules.
2: Number of games/scoring procedures/point limitations to be played:
Dual Meet – J.V./Freshman level: three games will be played, even if winner is determined after two games. Rally scoring will be used to 25 points with a cap of 30 points. Varsity level: Best 3 out of 5. No exhibition game will be played. Rally scoring will be used to 25 points, win by 2, with no cap, if winner is determined with-in first four games. If a winner is not determined with-in the first four games, the fifth game will be played to 15 points, win by 2, with no cap.
Tri -J.V. level: 3 games will be played, even if winner is determined after two games. Rally scoring will be used to 25 points with a cap of 30 points.
Quad-J.V. level: Best 2 out of 3,
rally scoring to 25 with a cap of 30. If 3rd game is needed, play to

records) of each division will meet at one site and the Bottom 5 North and 4
South schools will meet at the
other site. Tournaments will be seeded
thru divisional dual meet won/loss records. Seeds will be preset determined on
which site is hosting.
Top 10/9 teams will be seeded as:

seeds, if two or more teams are tied for a specific place(3/17/10), 1st tie-breaker will be head to head during the dual meet season. If still a tie, use of

The seeds for tie-breaking will be determined in this order:
1. Win/loss ratio of the
total number of games played: Games won divided by total games played. (For the
3 teams involved in the tie, against each other)
2. Point percentage: Each
team's total points scored divided by the total points scored by the
team's opponents. (For the 3 teams involved)
3. Coin toss.
Coaches meeting at host site will be at 8:15am. First matches will be scheduled for 9am. A 20 minute warm-up period for the first 8 teams playing. If extra
gym is available in close proximity teams not competing initially would warm up there. If no other gym is available, they will be given 20 minute warm-up on
main floor prior to their first match. There will be a 10 minute intermission in between rounds for teams that have just completed play and are scheduled to
play again the next round. If a team has been sitting during a round, the 10 minute intermission will be used by that team as their warm-up period. A
mandatory 30 minute break will take place during the tournament for lunch/rest. Time of such break will be determined at the coaches meeting. No
introductions (exception Championship match).
Varsity Tournament Format: Tournament will be double elimination format with playback games. No pool play. Each match will be a best two out of
three games with the first two games played to 25, must win by two with no cap, and, if necessary, the third game being played to 15, must win by two
with no
cap.

Line Judges/Scorers – Each
team shall provide one ADULT line-judge and one scorer while their team is
participating at the conference tournament. Team(s) unable to provide workers
noted above will be required to compensate host school for the cost of

Determining the Divisional Team Champion: The Divisional Team Champion will be determined by Dual Meet season record ONLY (3/17/10).
720 Officials
1. For all Varsity/JV conference competition, the Commissioner shall hire two WIAA registered officials for each court of varsity competition. It shall be the home school responsibility to provide officials for Freshman volleyball competition. Commissioner will contract 4 crews for each tournament site.
2. Each official is to be paid as per Addendum A
730 Roster Sheets
1. A varsity roster sheet must be sent by each school to its competitors seven days in advance of a contest. This sheet should list the players names, numbers, and year in school.
740 Volleyballs: WIAA sanctioned volleyball(s) shall be used for varsity contests.
750 Schedules:
The master schedule shall be made up by the Conference Commissioner. Each division will play a single round robin dual meet schedule. In addition, a conference tournament (varsity only) will be scheduled for 10 days before the WIAA regionals begin, a Saturday. To make up for the loss of dates due to varsity only tournament, additional multi meet dates will be scheduled for JV only competitions. The South Division will have three and the North Division two multi meet dates.
760 All Conference Selections:
1. Each Division in the Trailways Conference will recognize 7 first team players and 7 second team players, along with honorable mention selections. Each coach can nominate an unlimited number of players for All Conference consideration. Coaches are required to RANK their nominations by importance.
2. Nominations will be emailed via a Word Document or Adobe attachment to the Commissioner by the time and date specified. Nominations must include
the name of the player, her number, year in school, her conference stats, and a brief description on why she is one of the best 14 in the conference. Coaches
may also specify if this player should be considered for first or second team. A picture of the nominee can also be included. The Commissioner
will then email back to each Coach, A.D., and Principal the nomination form from all schools, a master nomination list, along with the All Conference
Voting Ballot. The ballot will be numbered 12 to 1. Coaches will be asked to rank their selections 12 to 1, with 12 being the top player in the conference
(excluding their own). If there are 12 players (excluding your own) on the nomination list, all spots will be filled in on the ballot. Coaches will forward their
selections to their A.D. who will then email back their final votes to the Commissioner no later than the time and date specified.
3. The Commissioner will announce the All Conference Teams at the Coaches dinner/business meeting or post on the Conference Web page, which ever occurs first. The top 7 point totals will be considered first team and will receive a Trailways Conference All Conference Medal and certificate. The next high 7 (8 through 14) will be considered second team and will receive an All Conference Medal and certificate. Any player receiving recognition by at least 2 coaches but not in the Top 14 point totals will be considered Honorable Mention and receive a certificate. Ties will not be broken. The Player of the Year will be determined by "that player" receiving the highest point total from all conference voting.
4. The Commissioner, only, shall release the All Conference and Player of the Year selections to the news media and post on the conference web page once all teams have been eliminated from the WIAA tournament series with-in the division. Coaches may request any recognition from their team only before the media release/web post date in order to make those announcements at their banquets. Athletic Directors from each school may request a copy of the final vote totals and each coaches ballot from the Commissioner. This information may be shared with his/her head coach.
770 Team Awards

SECTION 800 BASKETBALL BOYS AND GIRLS
The Trailways Conference will have three divisions for basketball

820 Junior Varsity

2. They are to be played in eight (8) minute quarters, three (3) minute
overtimes, and an eight (8) minute halftime period. Exception-By mutual agreement of both teams, they may play seven (7)
minute quarters, three (3) minute overtimes, and an eight (8) minute halftime
period.
830 Freshman/JV Reserve Games
1. Freshmen/JV Reserve games will be scheduled on an individual basis by the schools participating.
2. Freshmen/JV Reserve basketball games are to begin as per Addendum A if on the same night as the junior varsity. They are to be played in seven (7) minute quarters, three (3) minute overtimes, and an seven (7) minute halftime period.
840 Locker Room Availability / Warm-up / Half-time shooting
1. Locker rooms will be available to the visiting team at least 30 minutes prior to the start of the J.V. contest.
2. No squad may warm-up for more than twenty (20) minutes prior to the start of their game.
3. There will be no halftime shooting by players from other squads, nor should any non-uniformed individual be allowed on the court before and after a Freshman/JV Reserve or JV game, before the Varsity game or during halftime ( Unless shooter(s) are a part of athletic director approved half-time entertainment).
850 Officials
1. For all varsity conference competition, the Commissioner shall hire two WIAA registered officials. It shall be the home school's responsibility to provide officials for JV and Freshmen/JV Reserve competition.
2. Each Freshman, J.V., and Varsity official shall receive pay as per Addendum A.
860 Equipment
1. Uniforms (All teams) Home - Light color Away - Dark color
2. Basketballs - the home team will provide at least (6) six basketballs for the visiting team to use during warm-up sessions. The basketballs should be of the same quality and type the home team is using.
870 Schedules
1. The master schedule shall be made up by the Conference Commissioner. Double round robin competition within each division will occur.
2. No games shall be scheduled on the second Thursday and the third Tuesday of December. These dates are allotted for Winter concerts.
3. No Athletic Events (non-conference included) shall be scheduled for the 1st Monday in February. This date set aside for Conference Forensic competition.
4. No boys games will be scheduled on the last Tuesday of their season to avoid a conflict with Girls regional dates.
880 All Conference Selections
1. Each division in the Trailways Conference will recognize (5) 1st Team, and (5) 2nd Team All Conference Selections, Honor Mention Selections, and a Player of the Year selection for each gender. Coaches may nominate as many players from their team as they please. Coaches will submit, on a date and time designated by the Commissioner, the names of their nominees. Information that will be included with each nomination will be, Name, Number (LT & Dark), Height, Weight, Year in school, Statistical information from conference divisional games only (points per game, rebounding, steals, and assists.) Coaches may also rank their players.
2. Nominations will be emailed via a Word Document or Adobe attachment to the Commissioner by the time and date specified. The Commissioner
will then email back to each Coach, A.D., and Principal the nomination form from all schools, a master nomination list, along with the All Conference
Voting Ballot. The ballot will be numbered 14 to 1 in the South Division, and 10 to 1 in both the Central and North Divisions. Coaches will be asked
to rank their selections (14 to 1-South)(10-1-North), with 14(South) and 10(Central/North)(excluding their own). If there are 14 players(South) / 10
Players(Central/North) (excluding your own) on the nomination list, all spots will be filled in on the ballot. Coaches will forward their selections to their
A.D. who will then email back their final votes to the Commissioner no later than the time and date specified.
3. The Top 5 point totals will be considered 1st Team, 6th thru 10th highest point totals will be considered 2nd Team All Conference Selections and will receive a Trailways Conference All Conference Medal and Certificate. All other nominees will be considered Honorable Mention Selections as long “a” recognized player received votes from at least 2 coaches, and will receive a Certificate. Ties will not be broken.
4. Each division will recognize a Boys and Girls Basketball Player of the Year. Process will occur before the social event starts with only the
Head Coach or designee from each team.

940 Conference Tournament Meet – All schools, both divisions will meet at one site.
1. The conference meet will be hosted by all schools involved in wrestling that are able to run 3 mats. Site will be rotated in alphabetical order. The meet manager will be responsible for conveying the information to all schools.
2. Future sites of conference meets - 2011-Hustisford, 2012-Johnson Creek, 2013-Markesan, 2014-Montello, 2015-Oakfield
3. Meet will be held on the Saturday, preceding the WIAA regional tournament, with make up date, the following Monday hosted by the same school. Original date will be canceled if more than two (2) schools can’t attend because of weather related concerns. If original date is moved to Monday the following procedure will be used. (1) – Coaches will meet on Sunday at the site of host school to seed the tournament. (2)-Tournament on Monday will be single elimination. (3)-Place back to 4th.

5. Profit/Loss: Profit to be kept by host school, and loss to be fair share.

a. Weigh-in – All wrestlers will be allowed three pounds over scratch weight (2 from Dec. 25th and 1 from Feb. 1st growth allowances)
7. Tournament Format: The Conference will require the wrestling coaches to have their preferred conference tournament format set according to numbers by January 10th each year. This recommendation needs to then be submitted to the Commissioner by January 10th for approval.

970 Awards and Trophies:
1. Medals will be awarded for 1st, 2nd, & 3rd place. Trailways Conference Medal will be awarded to 1st place. Silver and Bronze (smaller in size) medals will be awarded to 2nd & 3rd place finishers. Weight classes will be attached to all medals. 42 total medals. 1st place and 2nd place finishers will also receive an All Conference Certificate.
2. The Conference Tournament Champion Team will receive a Conference Trophy.
3. Each Dual Meet Divisional Champion Team will receive a Conference Trophy.
980 Divisional Wrestler of the Year Recognition:
1. Each division will recognize a Wrestler of the Year. Commissioner will email out nomination information to each school participating in the Conference the week after the Conference Tournament. Each coach will be allowed to nominate 1 member of that school's team to be considered their Divisional Trailways Conference Wrestler of the Year. The completed nomination form that includes a narrative statement on why the coach thinks their wrestler should be the Wrestler of the Year, will be returned to the Commissioner by a date set by him. There shall be no restrictions to statistics, records, or past/present season accomplishments. The Commissioner will make out a Master Nomination List and email that along with each individual nomination form back to all coaches in each division. Coaches will have an opportunity to talk about their nominee at the season ending meeting. Each coach will be given a ballot designating 5 Points, 3 Points, 1 Point. Each coach will rank their Top 3 Nominees in descending order, with that wrestler the coach considers the Wrestler of the Year receiving the 5 Point designation. Coaches can NOT vote for their own nominee. All point totals will be filled on the Wrestler of the Year ballot, unless there are only 3 nominees and one of those would be the coach's own, then that coach would only vote for 2. Final ballot will be faxed back to the Commissioner by the date set by him. "That Wrestler" receiving the highest point total of each division will be designated Trailways Conference Wrestler of the Year.
SECTION 1000 BASEBALL
The Trailways Conference will have two divisions for baseball

Exception-rainout situation, the hosting school athletic director will need to make contact with opposing athletic director to ask permission to use past graduate, resident, or employee of district. If both schools cannot agree, another date will be scheduled when "other" umpires can be used.
3. Each umpire shall be paid as per addendum A. depending on level being played. Umpires will be paid the full game fee if they arrive at the site and the game is not played or completed. The hosting team will pay the umpires fees for both games of a doubleheader.
1040 Schedules
1. The master schedule shall be made up by the Commissioner. Schedule for each team will include double-round robin with-in the division.
2. Games are scheduled on Mondays, Tuesdays, or Thursdays. Games will not be scheduled on the third Tuesday of April (honors banquet) and the 1st Tuesday and 3rd Monday of May (concert dates).
3. The last scheduled game shall be no later than the Thursday preceding WIAA tournament play. However, if necessary, make-up games may be scheduled up to the WIAA Sectional Tournament date.
1050 Divisional Champion
Divisional Champion will be that team with the best won/loss record. If all games are not played, the Divisional Champion will be determined by percentage won/loss.
1060 All Conference Selections
1. The number of players nominated will be determined in the following manner: The total number of nominees per team will depend upon the place of finish in the conference divisional standings as follows: North Division - 1st Place-8 players, 2nd Place-7 players, 3rd Place-6 players, 4th Place-5 Players, 5th Place-5 Players, 6th Place-4 Players, 7th Place-3 Players, 8th Place-2 Players. South Division – 1st Place-8 Players, 2nd Place-7 Players, 3rd Place-6 Players, 4th Place-5 Players, 3rd Place-5 Players, 2nd Place-4 Players, 7th Place-3 Players. “A” player can be nominated for a single position only.
2. Nominations will be emailed via a Word Document or Adobe attachment to the Commissioner by the time and date specified. Information that will be included will be the nominees name, ranking #, position nominated for(pitcher, catcher, infielder-not by specific position, outfielder-not by specific position), year in school, conference stats that will include AB's, Hits, 2B's, 3B's, HR's, RBI's, Runs, BB's, SB's, OBP, & Fielding %. 3. Coaches shall rank their nominations regarding their importance to their team.
Composition – First Team All Conference team shall consist of 4 infielders(not by specific position), 3 outfielders(not by specific position), 3 pitchers,
2 catchers, and 1 utility player. Ties will not be broken. 2nd Team recognition will be awarded to any player receiving 1 vote, but not receiving 1st Team
All Conference recognition. Utility Player selection will take place at the season end coaches meeting. Each coach may nominate one player from his
team that didn’t receive 1st
Team recognition during the initial round of voting. The First Team Utility player must be a Second Team selection in
the initial round of
voting. Any player on the first nomination
list may become a Second Team utility player. Vote will be on a
ballot with a 3-1 point designation given to the coaches top 2 selections. All point values will be filled in unless only 2 nominee’s and one is own player,
then only 1 value (3 point) will be filled in.
4. The Commissioner will then email back to each Coach, A.D., and Principal the nomination form from all schools, a master nomination list,
along with the All Conference Voting Ballot. Coaches will forward their selections to their A.D. who will then email back their final votes to the
Commissioner no later than the time and date specified. Coaches cannot vote for their own player(s). The position of utility player and Divisional Player
of the Year will be nominated and voted on by the coaches at their meeting.
4. The results of the ballot voting will be announced at the meeting. Any player not receiving first team recognition at the positions of pitcher, catcher, infielder, or outfielder may be nominated by their coach (no more than one nominee per team) for first team utility player at the meeting. Commissioner will monitor the nominating and balloting of the utility player position. 1st Team selections will receive a conference medal and certificate. Any nominee receiving one (1) vote, and not receiving 1st team recognition will be recognized as a 2nd Team selection, and receive a certificate.
7. Player of the Year Selection – At the season ending coaches
meeting, each coach may nominate one player from his team to be considered for

the coaches.
2. The selection
process will continue at a meeting of the softball head coaches, at a
designated school, the week following the final conference games, on a Wednesday
evening at 7pm. This site will be rotated to each school in alpha order. The
head coach or designee for each team will meet to discuss each of the players
they have nominated. Coaches are encouraged to bring pictures of their
nominee’s at this time that can be distributed to each coach. Each coach
or designee will have the opportunity to delete a name(s) only, to the
previously submitted nominations. Coaches will then have opportunity to
verbally talk about each nominee. Only softball related information will be
allowed. Personal or scholastic information shouldn’t be part of the
presentation. The hosting A.D. will monitor this process and will provide a
ballot that will be required for player selection. The ballot will be numbered
15 to 1. Coaches will be asked to rank their selections 15 to 1, with 15 being
the top player in the conference (excluding their own). Coaches cannot vote for
their own player(S). A tally of the ballots will be done at the meeting by the
attending A.D. and medals will be presented.
Certificates will be sent at a later date once completed. The master
tally listing will be sent to the Commissioner for verification.

Vote will be on a ballot with a 5-3-1 point designation given to the coaches top 3 selections. All point values will be filled in if there are 3 or more nominees (if there are only 3, a coach can’t vote for his/her own, then only 2 point values designations (5 and 3) will be filled in.) SECTION 1200 BOYS AND GIRLS TRACK
The Trailways Conference will have two divisions for track dual meet
competition. North Division Schools include: Central Wisconsin Christian,
1210 Regular Meet
1. Procedures - All WIAA regulations are assumed unless notified below in the bylaws. At meets, each school participating may have unlimited entries in all events. Only the top (3) three individuals will count in scoring. Two divisions

2. Admission – Regular track meets is set at $ 4.00 for adults and $3.00 for students.
1220 Divisional Dual Meets
All meets, including those that will have three or more teams will be scored such that teams are competing head to head.
There will be no limit to the number of entries per event or the total number of entries in the meet(WIAA rules regarding individual maximum events will
need to be followed). Only the top three (3) finishers in an event will be scored. When multiple heats are needed, a fast heat and a slow heat will be
designated. It will be the responsibility of the coach to enter individuals in the appropriate heat. Boys’ and girls’ running events should be combined only
with the approval of all the coaches present at any particular meet. When applicable, use the WIAA order for all field events, even at dual meets.
Specifically, for shot put/discus and high jump/pole vault, we should have the same sex go first as what the WIAA will require at the regional and sectional
meets. This would not apply to long and triple jump competition at dual meets, since we normally have the boys and girls go together in an open pit. For
the long
and triple jump at the conference meet, we would follow the WIAA order. For
Double Dual Meets, meet entries will be
due at the discretion
of the host school within
reason. Changes in the meet lineup may
be made at any time up to the start of the meet. Hosting schools using
computerized systems shall send out
heat sheets to participating schools in advance of the meet.
If a school hosts a dual meet and they do not sponsor pole vault but at least one of the visiting school(s) do/does sponsor the event, then the points (9) for that event shall be forfeited to the visiting schools. The visiting school(s) that is/are sponsoring pole vault will be required to enter 3 athletes that have competed in the event to obtain the points. If two visiting schools have vault, the points shall be split up as follows-If each school has two or more vaulters than 4.5 points shall be rewarded to each school. If Visiting School A has two vaulters and Visiting School B has one vaulter, then school A & B will receive 4 points each and 1 point for 3rd place shall be awarded to School A, the school with 2 vaulters.
By mutual consent of the schools scheduled to compete, additional school(s) can be added to a meet provided the Trailways Conference schools scheduled to compete are scored head to head.
The school with the best overall divisional dual meet record will receive a trophy.
Meets will not be scheduled on the third Tuesday in April (Honors
Banquet) and for the 2nd Tuesday and 3rd Monday of May.
(concert dates).
1230 Conference Meet - Procedures
1. Conference Meet will be hosted by a school with a rubberized track.
2. Rain Dates - The rain date for the Conference Meet will be the next day.
3. Team Entries for the Conference meet are to be faxed to the host school by the Saturday before the meet no later than 11:59 pm.
4. Time - Scratch meeting will be held at 3pm. Field Events will begin at 3:30pm. WIAA regional procedures will be used to run the duration of events.
5. Admission – See Section 420.
6. Specifications - Procedures - Scoring
a. Final Qualifications - At the conference meet, the winner of each heat plus the next fastest times to fill all available lanes will make up the final field for the event.
b. Pole Vaulting - Starting height and procedure will follow WIAA tournament procedures Scoring pole vault – score pole vault with same point values as the other events(10-8-6-etc) but only having one more place being scored than the number of schools who sponsor the event, with a maximum of eight places. In the event that the site of the conference meet doesn’t have a pole vault facility, the event will be conducted at a school that does have the facility and will be conducted the on the day prior to the conference meet(rain date – day after the conference meet).
c. Girls and Boys High Jump - Starting height and procedure will follow WIAA tournament procedures.
d. When applicable, use the WIAA order for all field events. Specifically, for shot put/discus and high jump/pole vault, we should have the same sex go first as what the WIAA will require at the regional and sectional meets. For the long and triple jump at the conference meet, we would follow the WIAA order.
e. For the conference meet, the same number of competitors should go to finals in the field events as we are able to take to finals in the sprint running events (the 100 meter dash and 100/110 meter hurdles). At present, that would be eight.
f. Scoring - Scoring will be done per WIAA regulations
g. Host school shall have a video camera at
the finish line regardless if they are using the FAT timing system.
7. Officials - The Commissioner will hire three (3) officials for the Conference Meet: One a starter, one an assistant starter, and the third in charge of field events. Officials will be paid per Addendum A.
8. Trophy - The winning team, boys and girls, will receive the Conference Meet Championship trophy.
9. Individual Medals - Each event winner will receive a medal and a certificate. Second through sixth place winners will receive ribbons. Presentation of the medals will take place during the meet as results become available and in between events.
10. Changes - After initial entries have been faxed to host school, only changes due to injury/illness with a doctor's excuse or disciplinary action with a Principal's excuse may be made.
11. Site Rotation - The conference track meet will be held on a rotating basis according to the following: 2010-Deerfield,
2011-Dodgeland(Pardeeville hosts
Pole Vault), 2012-Markesan(Princeton
hosts Pole Vault), 2013-Oshkosh
12. The Appeals Committee shall consist of the three (3) officials, one(1) Boys coach, one(1) Girls coach, and the meet manager. Determination of which coaches will be on the committee will be made by draw at the seeding meeting.
13. Number of entries for the conference championships (1) An athlete may be entered in 4 events: 3 running/1 field, 1 running/3 field, or 2 running/2 field events. (2) A team is allowed one (1) entry per relay event. (3) A team may have a total of three (3) entries per individual events, and is limited to a total of 28 entries for boys events and 28 entries for girls events. (4) 4 or more individuals may be entered in an individual event if all equal or surpass qualifying standards that shall be the average of the sixth place finisher in the given event at the conference meet for the last 3 years. Anything above 3 in an event does count toward your 28.
1240 Performer of the Year Designation
On a date after the Conference Meet, the Commissioner shall email a nomination information to all coaches that allows them to nominate a boy and girl for Performer of the Year consideration. The Commissioner will compile the information sent back to him and form a master nomination list. This list, along with a ballot, designating 5 points, 3 points, and 1 point, will be emailed back to the coaches. Coaches can NOT vote for their own nominee. Each coach will rank nominees they believe to be the top 3 track athletes in the conference, in each gender. All point values must be filled in unless there are only 3 nominees and one of those would be the coach's own, then that coach would only vote for 2. Ballots will be emailed back to the Commissioner by the date stipulated on the ballot. That athlete, of each gender, accumulating the most points will be designated Performer of the Year of Boys and Girls Track. Ties will not be broken.
SECTION 1300 Golf
1310 Regular Meets
1. Procedures - All WIAA regulations are assumed
unless notified below in the bylaws. The Trailways Conference will have two
divisions for golf competition. The North Division will be represented by the
schools of Central Wisconsin Christian(2010-only),

3. Format - Matches are stroke play/count 4 of 5 scores, nine (9) hole matches.
4. Team ties for Divisional Meets will be broken by the scores of the 5th player. If 5th players tied, teams will remain tied.
1320 Regular Season Schedules
1. Master Schedules – North Coaches or representatives will meet at the site of the North Division Basketball Coaches end of the year meeting. South Coaches or representatives will meet at the site of the South Division Basketball Coaches end of the year meeting. Each divisional school will host “a” meet that will allow Varsity and J.V. competition for teams in that division, only. Conference best ball and meet dates will be announced prior to the divisional meetings by the host school.
2. Matches are not to be scheduled on the third Tuesday in April (honors banquet) or the 2nd Tuesday and 3rd Monday in May (spring concert dates).
1330 Divisional Standings
1. Team points will be awarded toward divisional record will be as follows: At each divisional meet, 1 team point will be awarded for “low” team score, 2 points for 2nd lowest score, 3 points for 3rd lowest score, and 4 points for 4th lowest score, and 5 points for 5th lowest score, (North division-7 points for 7th lowest score).
2. Divisional Champions will be that team with the lowest point team total after the divisional and conference meets.
This team will receive a Conference Trophy.
1340 Conference Best Ball
1. Host of Conference Meet will host a best ball at the site of the Conference Meet on date specified by the host.
2. Each team will send 6 golfers.
1350 Conference Meet
1. Date/Time - Conference meet will be held the week prior to the WIAA
Regional Meet. Host site will determine exact date and tee times but every attempt
will be made for
2. Future Sites - Conference meets will be held at a neutral site but
organized by the host school unless no neutral site is available. Rotation of
sites will be done alphabetically by schools rotating a South / North site
every other year. The following is a schedule of the rotation: 2010-Montello
– 2011-Randolph – 2012-Oakfield – 2013-Williams Bay –
2014-Oshkosh
3. Specifications and Procedures - Play 18 holes with best four (4) of five (5) scores tabulated as the team score.
4. Conference Meet Champion – The Trailways Conference Meet Champion will be the team with the lowest
team score. Tie for team champion will be broken through stroke play
competition tie breaker. The Stroke play competition hole by hole will involve
all 5 golfers from each team tied, and will continue until one team is the
Conference Meet Champion. The 4 lowest hole scores from each team will be used
in determining a playoff winner. Team points awarded at the conference meet
that will be included to determine each divisional champion will be 2, 4, 6, 8,
10 for the South Division and 2, 4, 6, 8, 10, 12, 14 for the North Division.
Points will be distributed in order of conference meet finish. Sample
conference meet finish and points awarded toward divisional standings –

5. Conference Team Traveling Trophy - The team with the lowest point total will receive the Trailways Conference Traveling Golf Trophy.
6. Meet Medalist – The golfer totaling the lowest score at the conference meet will be designating that golfer as Meet Medalist. Tie for meet medalist will be broken through match play competition tie breaker. Match play competition, hole by hole, will continue until one golfer is The Meet Medalist.
7. Meet finances - No admission will be charged. Expenses may include green fees, equally divided among all teams.
1360 All Conference Recognition
Each division (North
and South) will recognize an All Conference team. The number of golfers
recognized for All Conference honors will be equal to the number of teams in their respective
division. All Conference recognition will be based on both divisional
season play and results of the conference meet. All Conference golfers and
the Player(s) of the Year will be determined and based on stroke average in the varsity divisional
meets and results of the
conference tournament. Players will be allowed one absence from a
divisional meet OR to drop one score from their season total in this
determination. A player must also participate in and count his/her scores
from the conference tournament. (3/17/10)
1370 Individual Awards
All Conference recipients will receive a conference medal and certificate.
The golfer with the best stroke average (criteria above in 1360) in each division will be considered Player of the Year and will receive a
plaque.
Meet medalist at conference tournament will be presented a trophy.
1380 Junior Varsity:
1. Junior varsity teams will play matches with the varsity during the quad competition using same format but will not participate in the conference meet.
2. “10 stroke” rule will be used.
1390 Proper Attire / Electronic Devices
1. Require “proper dress” according to WIAA tournament
regulations or individuals won’t be allowed to play(3/17/10)
2. All Electronic devices i.e., cell phones, walkmans, ipods are not allowed on “the course” from 1st tee time through last putt made while teams are competing. Offenders of #2 will be disqualified whether playing or participating in spectator capacity.
3. Tournament Gallery rules per WIAA regulations will be adhered to for all conference events. Penalty will be the same as sportsmanship penalty.
SECTION 1400 CHEERLEADERS
General Policies - Varsity cheerleaders and Junior Varsity team cheerleaders will be admitted to all athletic contests if in uniform. It is required that cheerleading squads be accompanied by an identified advisor, in order to perform. All National Federation Guidelines must be followed by all cheerleading programs.
1. In Cheerleading activities at contests specific to basketball, the following rules shall apply: Each school may have one cheer per time-out period and between quarters. Cheerleaders from the visiting school will be first out on the floor to lead a cheer at the time-out between quarters. They are to come out promptly so they don't use up more than their share of the time. If the time-in horn sounds while a cheer is in progress, the cheerleaders are to move off the floor while completing the cheer. Remain out of the basket areas while leading cheers during the pre-game warm-up. Because of the danger of loosening or weakening the structure of the bleachers, cheerleaders will avoid any cheers involving stamping of feet where the spectators may join in. Confetti, signs that can be carried, whistles, horns, and noise makers which shall include megaphones or any mechanical amplification device shall be banned from all indoor conference events. This shall not exclude the use of pom pom’s during half time exhibition.
2. Cheerleading Advisors
a. The Cheerleading advisors shall meet on the last Wednesday in August.
b. The meeting shall be held after the established school day and be a dinner meeting -- dinner to be reimbursed by the individual school district.
c. The advisor of the school whose principal is the Conference President shall host the meetings for that school year, and serve as recording secretary. The minutes of the meetings shall be submitted to all conference principals as to be reviewed before their next monthly meetings. Any items that require action should be preceded by an asterisk.
d. The Purpose of the Cheerleading Advisor's meetings shall be to: - Review the year completed - Foster sportsmanship and school spirit between the conference schools. - Identify areas in which a change should be considered, developing proposals and recommendations to be submitted in writing to the conference principals.
REMEMBER THAT GOOD CHEERLEADERS CAN BE AS IMPORTANT TO THE SPECTATOR AND HIS/HER BEHAVIOR AS THE COACH IS TO HIS/HER TEAM. BOTH REACT AS THEY ARE INSTRUCTED, INSPIRED, AND LED.
SECTION 1500 – ART ACTIVITIES
SECTION VISUAL ARTS
1510 Art Specialist Visual Arts Committee
A. The Visual Arts Committee shall be established consisting of the art specialists or selected representatives of the visual arts departments of the Trailways Conference Schools.
One held in the fall and one in the spring. The spring meetings shall be held prior to the Trailways All Conference High School Art Exhibit.
The fall meeting is scheduled for the first Wednesday in
November.
The spring meeting prior to the exhibit is scheduled the first Wednesday in March.
The two meetings are to be set up by hosting exhibit art specialist at a facility in Beaver Dam, a central location. (Ponderosa)
2. The Chairperson for these meetings shall be the art specialist who hosted the previous year Trailways All Conference High School Art Exhibit. Also responsible at these meeting are the two art specialists slated as hosts of the Trailways All Conference High School Art Exhibit: the one for the current year and the one for the next school as cited in the rotation.
3. The Annual Trailways All Conference High School Art Exhibit is recommended to be held on the following dates (with the exhibit open to the public on the following day):

2010-11, 9th Annual student day: May 5, 2011
The responsibility of the art exhibit will rotate from schools within the Trailways Conference. It is suggested that all participating schools will take their turn planning the Trailways All Conference High School Art Exhibit or assist with the exhibit. The accommodations of the hosting school will determine the specifications of the student day and exhibition scale. Some schools may elect not to participate in hosting the exhibit. However, all schools are encouraged to support the annual Trailways All Conference High School Art Exhibit.

VISUAL ARTS EVENTS
The recommendation of the Trailways Conference art specialists is a day long conference activity, which includes showcasing and viewing the Trailways All Conference High School Art Exhibit, and honoring the Trailways All Conference student artists.
Each participating school will pay $150 towards covering the cost of display materials, clinicians, citations, printing, publicity, and reception.
The Conference will provide a conference medal comparable to other conference activities. The recommendation is 12 conference medals to represent 12 possible media categories as outlined in the exhibit guidelines. The Conference medal will denote "Best of Exhibit". The criteria for selection are: originality, superior workmanship, use of materials, and aesthetics. The host school of the exhibit has the responsibility to stipulate specific categories and acceptable media included in that category.
Art medals and certificates will be presented to all students with work in the All Conference exhibit. It is recommended that first through third places per category are selected by jurors and awarded during the awards ceremony. The decision of the judges in all facets of awards and recognition is final.
It is recommended that students have arts exposure in the form of a speaker, presentation or workshop. It is recommended that districts collaborate on making a piece of art, unique to the exhibit.
Reception, lunch, speakers, judges, workshops and the art exhibit guidelines are the responsibility of the hosting school to orchestrate and arrange.
Individual students may incur additional fees for lunch and/or additional art supplies if a hands-on workshop is provided. These fees are the responsibility of the attendees. It is recommended that a limited number of posters will be supplied to each district by the hosting district.
The exhibit is open to the public. The hosting school is responsible to maintain adequate security and retain the documentation of a release from all schools participating in the exhibit. This release is recommended as protection for items that might be lost or damaged.
Each district is responsible for the behavior of their attendees. Each district must have an adequate number of chaperones (1 per 10) and active supervision. Transportation is the responsibility of each visiting schools.

1. Schools within the Trailways Conference may be affiliated with the WAEA (Wisconsin Art Education Association and/or the NAEA (National Art Education Association) . Each school is subject to promoting, facilitating and fostering the arts in the schools and communities.
2. Trailways All Conference High School Art Exhibit rules are supplied annually to each school as determined by the hosting school after discussion with the conference art specialist at the fall meeting.
The suggested twelve categories for the Trailways All Conference High School Art Exhibit complimenting the Wisconsin State Standards for creating are: Computer graphics; Crafts – fibers; Design; Ceramics; Drawing; Drawing: pastel – charcoal; Mixed media; Painting; Photography; Printmaking; Sculpture; and Watercolor.
3. Trailways All Conference High School Art Exhibit information and evaluation is to be shared by the art specialist from the previous hosting school. The rubric will be modified yearly by the hosting school to evaluate the exhibit and art day. It is recommended that all participating schools complete the evaluation.
4. The Trailways Conference art specialists attending the fall meeting shall decide how the Annual Trailways All Conference High School Art Exhibit will be assigned or work divided as needed.
If a school is not represented at this fall meeting, their school may be placed or assigned where needed to achieve balance.
Each student is limited to three pieces with no more than one piece entered per category. There is a maximum of 25 entries per school. The entering art specialist must determine the appropriate category placement and verify originality of student entries.
Optional items that may be intrinsic to the exhibit are the
responsibility of the hosting school.
These areas include web design, publicity, media, workshops, guest
speakers, and reception. The hosting
school will determine and enforce exhibit rule compliance.
Provisions for work larger than 48 in by 48 in or heavier than 50 pounds must be pre-approved by the host school for inclusion in the exhibition. Teachers bringing artwork requiring special needs for display may be asked to assist with the installation.
All participating schools agree to be in adherence with the Trailways All Conference High School Art Exhibit rules, especially in the area of originality. If artwork is in question, it is the responsibility of the hosting art specialist to pull the work from entry into the exhibit and no recognition will be given to the student. All work must be original.
All participating schools must submit a signed waiver prior to the Trailways All Conference
High School Art Exhibit. The waivers
need to be retained by the hosting school with their records.

1610 Guidelines
Competition shall be governed by the Wisconsin High School Forensics Association and the guidelines set forth in its Annual Handbook.
1620 Conference Divisional Meets
An Annual Divisional Meet will be held in each of the divisions (North and South) of the Trailways Conference on the 1st Monday in February. Due to other possible conflicts no specific date can be assigned as a make-up date. If the initial meet is canceled due to weather, host schools should attempt to contact their divisional members and try to find a rescheduled that fits all members. 1. Materials- Coaches should receive the following material from the host school no later than the 3rd week of January.
List of materials include: (a)-Registration confirmation (b)-Schedules containing participants and judges (c)-Information such as school dismissal time, bus parking, etc..(d)-Map to school and bus parking (e)-Map of school (f)-Information regarding concessions and hospitality. The host school is required to confirm registrations by the 4th Monday in January.
2. Adjudication- Each school participating in divisional contests will be responsible for furnishing one judge for every five (5) participants from their school.
3. Results- At the conclusion of the contest, the chairperson from the host school, will supply coaches with the following materials: Team Points, Critique sheets for each contestant, judging ballots for each category, and a list of judges and their schools.
4. Divisional Championship Procedures- A trophy will be awarded to each divisional championship school. The divisional champion will be awarded
to the school with the highest number of points earned by the top eight (8) entries from the school. The school must have a minimum of eight (8)
entries to be eligible for the divisional trophy. If a tie occurs, both schools will receive a trophy and be declared co-champions.
All-Conference medals will be given to the students receiving the highest points in each category. Ties will not be broken. Medals will be

5. Judges will be paid $75 for a three round event.
1630 Annual Meeting
An Annual Forensics Committee Meeting will be held on the 2nd Wednesday of May, after school at a time designated by the forensic advisor from the school whose Principal is the Conference President for that school year. This meeting will be called by the forensic advisor from the school whose Principal is Conference President for that school year. Meeting will be held in a central location: Ponderosa Restaurant in Beaver Dam. The coaches of the schools that hosted the year’s meets will be co-chairs.
1. Members of this committee shall consist of the forensics chairperson(s) from each conference school.
2. The purpose(s) of the meeting: (a) To develop and make recommendations concerning conference interscholastic policies. (b) To provide channels of communication between forensic departments of conference schools. (c) To stimulate interest and improve the quality of dramatics, debate, and other speech activities among member schools. (d) To review and make recommendations for the development of conference forensic schedules.
SECTION 1700 MUSIC
1710 Music Committee
A Music Committee shall be established consisting of representatives of both the vocal and the instrumental music departments of the Trailways Conference Schools.
1. Meetings- Meetings shall be held twice each school year in the fall and in the spring. Effective 2007/08 school year, the North and South Divisions will meet separately. The fall meeting will be scheduled on the 2nd Wednesday in September and the spring meeting on the 2nd Wednesday in April. These meetings will be set up by the Music(vocal and instrumental) Advisors from the school whose Principal is Conference President for that school year at a centrally located site within the conference. Time for these meetings will be after school designated by the music, vocal and instrumental advisors from the school whose Principal is the Conference President for that school year.
2. Chairperson- The Chairperson for these meetings shall be a music person representing the school of the Trailways Conference President of that school year.
3.Conference Music Events- Dates of the music festivals will be recommended at the spring meeting for the ensuing years and presented for the approval Principals.
4. The Trailways Conference has reserved the 2nd Thursday of December, 3rd Tuesday of December, 2nd Tuesday of May, and the 3rd Monday in May for individual school concert events. Effect. 2008 / 2009 /2010 - 1st Tuesday and 2nd Monday of May due to WIAA Track Regional date changes. These will be athletic free dates.

1740 Activity Location
Since some schools may elect not to participate in some of the events listed in (b), or they may elect to utilize the service of a clinician instead of going to a large group festival, attendance at the events listed in (b) is at the discretion of each member school. The location/host school for all events listed in (b) shall be voluntarily determined by the Music Committee at their spring meeting for the ensuing year and will be subject to approval by the Trailways Conference Principals at their next regularly scheduled meeting.
1750 Festival Event Guidelines
1. Schools within the Trailways Conference are affiliated with the WSMA (Wisconsin School Music Association) and are subject to its rules.
2. Festival Rules are supplied annually to each school by the WSMA.
3. Festival Manager's Handbooks are supplied to the host school annually by the WSMA.
4. The Music Committee shall decide at their spring meeting how solo ensemble will be assigned or divided should this be necessary. If a school is not represented at this spring meeting, their school may be placed or assigned where needed to achieve balance.
1760 Band and Choral Event Guidelines
1. The Conference will hold an Honors Band and Honors Clinic each year.
2. In the North Division, the Honors Band Clinic will be held the 1st
Monday in November. In the South Division, the Honors Band Clinic will be held
the 2nd Monday in February. Honors Chorus Clinic will be held the 2nd Monday in
November, for both divisions, each year Starting time for practice for Honors
Band and Honors Choir will be 10:00AM on the day of the event. South Division
ONLY, will rotate Honors Band yearly between high school and middle school.
1. The method for selecting Honors Band and Choir will be as follows: (a) Choir directors may nominate up to 20% of their choir population for Honors Choir. (b) Additional members are up to the discretion of the host director. (c) Band directors will screen candidates to comprise both Honors Band and All-Conference Jazz Band. 4. Clinicians for Honors Band, Honors choir, and All-Conference Jazz Band will be contracted by the host school following suggestions from the conference Music Committee at their fall meeting. 5. Costs- Costs for these events will be divided equally among the participating schools.
1770 Pep Bands
Only home school pep bands are allowed to play at Trailways Conference events unless the host school grants permission for a visiting pep band to be present at an event.

ACADEMICS
1810 Academic All-Conference Recognition
This program is designed to recognize students that excel in the classroom. To be recognized as an academic all-conference student, the student must meet the following guidelines:
1. The student has completed four (4) semesters in high school and maintained a 3.5 cumulative GPA.
2. The student must have one of the following testing qualifications: a. A selection index of 156 or above on the PSAT. b. A combined score of 1150 or above on the SAT. c. A composite score of 25 or above on the ACT.
3. Each school may nominate all the students that conform to the stated guidelines. Nominations shall be submitted to the Conference Commissioner on or before March 1st each year. This nomination will be in writing by the Principal.
4. Awards will consist of Conference medals and certificates. These awards will be given to the respective Principals for presentation at their schools. These awards will be given to the Principals on or before May conference meeting of each school year.
1820 Conference Honors Banquet
Each year on third Tuesday of April, the Trailways Conference principals host a dinner to honor the academic achievements of their top 2 graduating students. Invited guests include the top 2 designated graduates from each school, their parents, and a significant educator or other adult that the student identifies. (Ties will be handled by the conference on an individual basis.) Individual schools are responsible for the costs of their school's representatives as listed above. Additional guests are welcomed only if the facility permits and the costs are covered by those individuals. The evening consists of a full course meal and a brief honors ceremony in which each student and significant educator/adult in their life are recognized with a plaque or other item of recognition. The President and designee of the Trailways Conference will organize and plan event. There will be two banquets based on the conference's north and south geographical divisions. The President and designee will MC the event. The President and designee should be representatives from each geographic division. The dinners will be held at a location as near as possible to the centers of the divisions. Plaques for the Top 2 of each school will be paid for by the Conference. If a school sends more than two recipients due to ties, that school will be responsible for reimbursement to the conference for the purchase of extra plaques beyond two. (Refer to Section 320 for rotation of office of President.)

1830 Academic Bowl
The Academic Bowl will be held the Tuesday of the week of the 1st State Basketball Tournament.
Participating schools include: Markesan, Montello, Oakfield, Oshkosh

Teams consist of fifteen students divided into three different subject areas (Science, Social Studies, and Language Arts). Each subject area will have five students designated for that subject. These five member teams will have a freshman, sophomore, junior, senior, and an “at-large” member who can be in any grade.
The three subject areas are divided into the following sub-topics:
Science – Biology, Physical Science, Chemistry, Physics
Social Studies – World
Language Arts – American Literature, British Literature, World Literature, Potpourri
In Phase I of the competition, each student will take a forty question multiple choice test. There are twelve written tests (one test for each sub-topic of the three subject areas). Each five member subject team will designate which student will take each test and which test the “at-large” student will duplicate. The lowest score of the duplicate test will be dropped. For example, in the Social Studies category, School “A” has their freshman take the World History test, their sophomore take the U.S. History test, their junior take the Civics test, their senior take the Geography test, and their “at-large” student also take the Civics test. The lower score in the Civics test taken by the junior and “at-large” student will be dropped. Each question is worth one point. There are a total of 480 possible points for each school (12 tests x 40 points) in the written phase.
In Phase II of the competition, there are four, twenty question multiple choice oral exams (one test for each of the three subject areas and one test for current events). Each team for the three subject area tests will consist of the four members from the written phase of the competition in that area (a freshman, sophomore, junior, and senior). The team for the current events test will consist of three members made up from the remaining “at-large” members from each of the three subject areas. Each question is worth five points. There are a total of 400 possible points for each school (4 tests x 100 points) in the oral phase.
Schools need to declare their participation by the end of January. Participating schools must bring two chaperones. Questions for the competition should be obtained by contacting Knowledge Master at (800) 321-9218 (www.greatauk.com) and requesting that custom questions be generated. One trophy will be purchased each year for the winning school. 12 Conference Medals will be awarded (one for the highest individual score of each written test). Hosting will rotate alphabetically amongst participating schools. The Academic Bowl will be open to all Trailways Conference schools. If necessary, the Academic Bowl may be separated into southern and northern divisions.

and the ability of some schools not to be able to host because of size, the
schools participating will be divided into 2 divisions as aligned by the
schools participation in volleyball.

1. The Math Meet will be held the second Tuesday in March at 4:30 p.m (ExCeption-2010-March 23rd). The third Monday in March will be designated as make-up date if weather cancellation of first date occurs.
2. There are four classes of competition or divisions: Algebra, Geometry, Advanced Algebra, and Advanced Math.
3. A student may not move down a level, but may move up. (i.e. if a student is in an Advanced Algebra class, he/she may not compete at the Geometry level.)
4. Each school may have up to six students participate for each of the four categories. Any student, no matter what grade she/he is in will be allowed to participate if they are taking high school math courses in the subject area tested. All members in each course division will participate at the team event part of the test.
5. The competition will consist of two parts: a 45 minute individual test and a 30 minute team event.
6. Your team's score in a particular class is based upon the four best scores from your school in that class added to the team event score. Team points will be awarded in each conference division class by placing teams 1st through 7th (8th) by score, then using the following table: Team Place Team Points 1st-18 2nd-16 3rd-14 4th-12 5th-10 6th-8 7th-6 8th-4 9th-2. If two or more teams have tie scores, then the points for the tied places will be added and divided by the number of tying teams. Each of the tying team will then receive that number of points. Example: Two teams have the same score and are tied for 2nd and 3rd place. Each team will receive (16+14)/2=15 Points. The next place awarded would be 4th, receiving 12 points.
7. Each individual test will consist of approximately 12 questions consisting of 2 point, 3 point and 5 point questions for a total possible score of 40 points. The time limit will be 45 minutes.
8. The team event section will consist of 16 questions worth 5 points each, for a total of 80 points. The time will be 30 minutes.
9. Calculators (TI-86 equivalent or lower) may be used for the test.
10. The test items will be selected using sample items submitted by all schools. Each school will submit (4) sets of (6) questions with solutions. These items should apply knowledge learned in common topics, but not necessarily be "textbook problems."
11. The selection of test items will be done by a committee consisting of a representative from the school assigned with the responsibility of test preparation (typing and run-off), the previous year's administering schools, and the next year's administering schools. The test preparation school will arrange a time and date for the committee to meet and will be selected from an alphabetic rotation consisting of all schools in the Trailways Conference.

The Trailways Conference believes that good sportsmanship is essential to a successful high school extra curricular program. The elements of fairness courteous behavior and gracious acceptance of positive human relations, in both individual performance and team contests by spectators and athletes must be incorporated into this program. With these objectives in mind the Trailways Conference strongly supports the following fundamentals of sportsmanship:
A. Respect is to be shown opponents at all times. The opponent should be treated as a guest, greeted cordially on arrival, given suitable accommodations, and accorded the respect, honesty, and generosity which all human beings deserve.
B. Officials are to be treated with respect at all times, by players, coaches, and spectators. Officials should be recognized as impartial decision makers who are trained to do their job and who can be expected to do it to the best of their ability. Good sportsmanship implies the willingness to accept and abide by the decisions of the officials.
C. The rules of the contest are to be known, understood, and appreciated. A familiarity with the current rules of the game and the recognition of their necessity for a fair contest is essential. Good sportsmanship means demonstrating respect for the rules of the game both in the stands and on the playing surface.
D. Self control must always be maintained. Practicing good sportsmanship requires one understand his/her own bias or prejudice and the ability to overcome irrational behavior.
E. Skill in performance regardless of affiliation is to be recognized and appreciated. Applause for an opponent's good performance is a demonstration of generosity and good will. The ability to recognize quality in performance and willingness to acknowledge it without regard to team membership is one of the most highly commendable gesture of good sportsmanship. Ref.: National Federation of State and High School Association This sportsmanship code has been develops to foster positive human relations, appropriate conduct, and good sportsmanship, among all conference schools. The primary objective of this code is to develop a positive atmosphere at all levels of all events sponsored by the Trailways Conference. This guide is based on the following general assumptions:
1. All conference schools have agreed to support and implement the sportsmanship plan.
2. Each principal will be responsible for following up on reports of vandalism and/or rowdiness of his/her students.
3. Spectators and athletes are expected to respect the rights and property of others, and are to refrain from conduct which would be considered inappropriate to the spirit of good sportsmanship. Sportsmanship Expectations The following expectations will be held for each of the following groups:
A. COACHES
1. Attend the rules interpretation meeting of your sport and maintain a sound working knowledge of the game, as well as expectations for appropriate player conduct.
2. Coaches are expected to serve as good role models of positive human relations, good sportsmanship and mature positive leadership.
3. Coaches are to be responsible for the supervision of their athletes before, during, and after games.
B. PARTICIPANTS
1. All participants will be in serviced on their school's athletic code of conduct, positive human relations and the expectation to practice good sportsmanship during a rules interpretation session conducted under the supervision of the athletic directors prior to each athletic season.
2. Participants involved in unsportsmanlike rules violations resulting in ejection from a contest will be held to the discipline standards set forth in the Trailways by-laws.
3. Participants involved in unsportsmanlike conduct during a contest that does not result in referral to local law enforcement officials, and will result in disciplinary action in accordance with that student's school and athletic handbook.
4. Vandalism and/or theft to or from the host facility by a player may result in referral to local law enforcement officials, and will result in disciplinary action in accordance with that student's school and athletic handbook.
5. Participants must be participating in the event and in full uniform in order to be on the playing surface. (i.e. basketball players must be in full uniform and on the team roster for that game to shoot baskets before games.)
C. OFFICIALS
1. Officials will be informed of the intention that the conference schools wish to support their efforts to control the athletic contest, and will be informed of the conference emphasis on positive human relations and sportsmanship.
2. Officials may request that the contest manager remove disruptive spectators.
D. CHEERLEADERS
1. Cheerleaders are to promote positive support for their team.
2. Cheerleaders are to discourage negative and vulgar or profane cheers and general unsportsmanlike spectator activity.
E. SPECTATORS
1. Spectators are those people who are on school grounds during the contests, or who pay to watch the contest, and cheer appropriately for their team. Spectators are to remain in the designated spectator viewing area throughout the contest.
2. All spectators shall behave in a manner which respects others, regardless of race, gender, ethnic background, place of origin, nationality or physical/mental disability.
3. State statue prohibits the use of alcohol/tobacco or other drugs by any person on school property, or attending any school sponsored activity.
4. Noisemakers are prohibited.
5. Signs/banners/flags may not be brought into conference events. Spectators with unapproved signs/banners/flags will have them confiscated.
6. Spectator language should be such that it will reflect favorably on the school and the students.
7. Spectators who are found to be under the influence of alcohol/drugs will be removed, and police as well as appropriate others will be contacted. In addition, student spectators found under influence will be reported to their host school and dealt with per their school discipline code.
8. Spectators are asked to sit in the designated areas for their school whenever possible.
9. Policies on leaving and reentering a contest will be dependent upon the policy of the individual school. In general, spectators who leave an event without authorization may be required to pay in order to reenter the event.
10. Common courtesy shall be shown to all spectators. This includes respecting the opposing school's cheers.
11. Spectators shall demonstrate respect for all decisions of contest officials.
12. Disruptive spectators will be removed from the event.
13. Vandalism or disorderly conduct by spectators is not to be tolerated. Persons practicing such behavior will be removed from the event and appropriate law enforcement or other personnel will be contacted. In addition, the appropriate school administrator will be contacted. Students will be dealt with per their school discipline code. Adults will be dealt with in a manner consistent with the severity of the conduct displayed.
14. The host school will notify the visiting school of any visiting spectators that were removed from an event.
15. Elementary students must be accompanied by, and under the direct supervision of a parent or appropriate adult throughout the event. This applies to all paid events.
Award Criteria: The following process explains the method of sportsmanship award selection:
a. Each hosting school will have an assigned person to rate each schools Coaches, Student Participants, Adult Spectators, and Student Spectators in an accurate, appropriate, and honest manner on the form provided by the conference. Comments will be required for scores of 4 or lower. He/She will then mail or fax the completed form to the Commissioner before the calendar week is up.
b. The Commissioner will compile results of returned evaluations. He will up-date each on its rating after each sport season and forward any positive and negative comments made by the designee that filled out the form to opposing school and will assume any of the same comments would be forwarded to the administration of the host school if need be.
c. The Commissioner will, at the end of the spring season, divide the total number of points accumulated by each school by the total number of evaluations returned from the designees for that school. An average will be formulated and given to each school, with the highest possible score being a 40.
d. The schools in each geographical division accumulating the highest average for the entire school year will be presented " The Al Bronson Sportsmanship Award." The rating criteria used by the designee is defined as follows:
a. Student and Adult Behavior - Behavior of student and adult spectators. (1)Exhibits respect toward game officials, coaches, and players. (2)Stays off the playing surface. (3)Exhibit respect for public property and equipment. (4)Work cooperatively with contest officials and supervisors in keeping order. (5)Positively cheers for their own team and avoids negative cheering against the opposing team.
b. Athlete Behavior during the contest – (1) Exhibits respect at all times for coaches, opponents, and game officials. (2) Accepts the decisions of the contest officials. (3) Avoids offensive gestures or language. (4) Displays modesty in victory and graciousness in defeat. (4) Follows the rules of the game. (5) Exhibits respect for public property and equipment. (6) Exhibits respect for opponents. (7) Shakes hands with opponents after the contest.
c. Conduct of Coaches - Conduct of the coaches before, during and after the competition. (1) Exhibits respect at all times for the opposing coaches, opponents, and game officials. (2) Avoids offensive gestures or language. (3) Displays modesty in victory and graciousness in defeat. (4) Follows the rules of the game. (5) Exhibits patience and encouragement when participants make errors or mistakes. (6) Exhibits respect for opponents. (7) Shakes hands with opposing coaches and players after the contest.

The Trailways Conference
prides itself in the practice of good sportsmanship by fans, players, and
coaches. In order to support our efforts to continue this practice, the
Trailways Conference will recognize schools within the conference who practice
good sportsmanship in the stands, on the playing field, and as demonstrated by
the coaches and the players, both on the field/court and the bench. Trailways
Conference schools may attain three (3) levels of good sportsmanship (Gold
Level = 36-40; Silver Level = 32-35; Bronze Level = 28-31; these are the
composite averages that must be attained in order to be recognized). Schools
will be recognized with “Al
Bronson” Certificates of Achievement at the end of the school year.

SECTION 2000 JUNIOR HIGH RULES
The Trailways Conference agreed upon the following rules, and all schools are to abide by these rules when participating with a school this is within this conference.
2010 VOLLEYBALL RULES
1. Junior high level teams shall be designated a team “A” and “B”. Team “A” shall consist of 8th grade athletes. If there is not enough 8th grade athletes,
a team may play 7th grade athletes. Team “B” shall consist of 7th grade athletes. If there are not enough 7th grade athletes, a team may play 6th grade athletes.

3. Game format will be consistent with Trailways Conference J.V./Freshman format of: three games will be played. Rally scoring will be used to 25 points
with a cap of 30 points.
4. During “B” level play, the server will be allowed one step over the service line.
5. All athletes will be allowed the opportunity to play in at least one game.
6. No conference awards will be presented and no statistics will be kept.
7. The host will provide the warm-up balls.
8. Each host school will set its own admission price.
2020 BASKETBALL RULES
1. Zone defenses, including pressing zone defense, are prohibited unless a team must continue with less than five (5) players due to fouling out or injury situation. Man to man must be used at all times.
2. Full court pressing is prohibited until the final three (3) minutes of the fourth quarter.
3. Each host school will set its own admission prices.
4. Grade 7(B team)and Grade 8(A team)will play seven(7)minute quarters. Half time will be seven(7) minutes. Overtime periods will be three(3) minutes.
Intermission between the “B” team game and “A” team game shall be ten(10) minutes.
5. Every athlete on a team shall play in each game, except for disciplinary action. This shall be interpreted to mean more than just a few seconds at the end of a quarter. It is each schools responsibility to enforce this rule. Emphasis on participation is a league goal. No statistics are to be kept and/or conference
trophies awarded.
6. Students may participate at their own grade level or up one grade level. A 7th grader may play on their 8th grade team if it is necessary due to a limited
number of players on their team. Other arrangements must have prior approval of the participating school principals.
1. Non-participating athletes are to stay in the gymnasium during the game. They are not allowed in the hallways or other areas of the building when a game
is in session. Visiting teams are expected to follow the host school’s rules.
2. Players will wear light jerseys at home and dark jerseys when playing away. Exceptions to this arrangement shall be approved prior to the game by the
participating coaches.
3. Balls – Boys games will be played with regulation size boys basketball and girls games will be played with regulation size girls basketball.
4. The host school shall provide balls for warm-ups.
